9. The Committee expresses concern over the decline in the level of the State party’s official development assistance, which fell below the internationally agreed commitment of 0.7 per cent of gross national income (GNI) in 2013 and has continued to decrease and that human rights impact assessments are not systematically carried out (art. 2 (1)).

10. The Committee calls upon the State party to progressively increase its ODA to 0.7 per cent of GNI and to pursue a human rights– based approach, including human rights impact assessments, in its development cooperation policy.
