GI-ESCR Chile team and partners participated this week in the 55th session of the Environment, Nature Rights, Natural Common Goods and Economic Model Commission of the Constitutional Convention to present the normative proposal on universal quality public services and fair taxation policy.
The presentation, made at the beginning of the constitutional debate of the economic model, advocated for the idea that fiscal policy must be socially just, must be oriented towards the effective fulfilment of human rights and that it must promote the substantive equality of all people through a financial and tax system based on the principles of justice, equity, solidarity and progressiveness. The proposal, which draws from the content of the Global Manifesto for Public Services and the Principles for Human Rights in Fiscal Policy, is intended to fulfil GI-ESCR’s strategic plan through the reinforcement of the capacity of national institutional frameworks to tackle social and economic injustice.
This is the first time that GI-ESCR could broadly advocate for the proposal among a full Constitutional Convention Commission and if approved, this would be the first legislation to be influenced by the Global Manifesto for Public Services and the Principles for Human Rights in Fiscal Policy in the world.
