Overview

Increased involvement of private-sector models and actors in education is largely premised on providing an effective response to deficiencies in the governance of public education. The underlying assumption is that States have weak governance, which leads to inefficiencies in public schools that make them costly, limits innovation, and undermine the realisation of the right to education. While there is broad agreement that many public education systems need dramatic improvements, the increased involvement of private actor has largely failed to address governance issues.

However, solutions still need to be found to improve public education systems to ensure they can delivery on the right to quality education for all. The solutions found should be in line with the legal human rights obligations of States. For this purpose, GI-ESCR works with organisations across the world to research and promote innovative or proven approach to promote transparency and accountability for the realisation of the right to education.
